Addis Ababa, 01 October 2021:  The Republic of Mozambique takes over the chairship of the Peace and Security Council (PSC) of the African Union (AU) for the month of October 2021 through its Permanent Representative to the AU, H.E. Ambassador Alfredo Nuvunga.

A top level engagement under the Mozambican PSC leadership will be on “Disaster Management in Africa” by Heads of State and Government, earmarked to focus on challenges and perspectives for human security. The Council aims at finding durable solutions to addressing challenges posed by disasters on the Continent.

At Ministerial Level, the Council is set to consider the Report of the Chairperson of the AU Commission on Continental Efforts in Prevention and Combating of Terrorism in Africa. Taking into consideration the spread of terrorism on the Continent, this PSC session provides an opportunity for Council members to strategize on enhancing continental efforts in countering terrorism and violent extremism. The African Centre for the Study and Research on Terrorism (ACSRT), the African Union Mechanism for Police Cooperation (AFRIPOL), and the Committee of Intelligence and Security Services of Africa (CISSA), as AU institutions working in this field, will spearhead the elaboration of AU policy measures.

Furthermore, the Council is due to commemorate the UN Security Council (UNSC) Resolution 1325 on Women, Peace and Security, at an open session Impact of COVID-19 on the Women, Peace and Security agenda’.

The PSC, in August 2021, having launched the process to kickstart the use of the revitalized AU Peace Fund, and the framing of the African Consensus Paper on the Financing of AU-led Peace Support Operations through UN assessed contributions, is expected to adopt the strategic priorities for the utilization of the AU Peace Fund.

Likewise, the PSC will examine the country-specific situations in the Republic of Guinea following the recent military takeover and the status of the Independent Assessment Report on AMISOM post-2021 in the Federal Republic of Somalia. The concerned RECs/RMs namely ECOWAS and IGAD are expected to brief the Council accordingly.

Council will also take stock of achievements and the challenges in implementing its workplans where the Report of the Technical Early Response Mission to Comoros in line with its 1001st meeting, of 1 June 2021, will be debated.

Upon assuming office as Chairperson of the AU PSC, Ambassador Alfredo Nuvunga, Permanent Representative of the People’s Republic of Mozambique to the African Union, underlined that Mozambique remains committed to advocate for the maintenance of peace, security and stability in Africa, in accordance with the mandate of the PSC and to work towards enhanced cooperation and partnership between the AU and international organizations in the area of peace and security.

To strengthen its partnership with relevant global actors, the PSC is scheduled to consult on the agenda-setting for the 13th Annual Joint Consultative Meeting with the EU Political and Security Committee and the 16th Annual Joint Consultative Meeting with the UN Security Council.

On behalf of the Chairperson of the Commission, Ambassador Bankole Adeoye congratulated the outgoing Chairperson, Ambassador Mahamad Ali Hassan of Chad, for his commendable chairship of the Council for the month of September 2021, and welcomed Ambassador Alfredo Nuvunga of Mozambique on the assumption of his chairmanship for the month of October 2021. He assured Mozambique of the Commission’s readiness to provide all required support throughout the month and beyond.
