What: Launch of African Union Compliance and Accountability Framework (AUCF) project for enhancing the African Union Peace Support Operations’ compliance with International Human Rights Law and International Humanitarian Law and Conduct and Discipline is a tripartite AU-EU-UN project. Its targets include but are not limited to the African Union Commission (AUC), AU Member States, in particular Troop and Police Contributing Countries (T/PCCs), uniformed and civilian personnel of the PSOs, as well as beneficiaries such as host country populations, including youth and women. The OHCHR is the UN implementing partner under the African Union Compliance and Accountability Framework Project.

Where: Mwalimu Julius Nyerere Peace & Security Building, African Union HQ, Addis Ababa, Ethiopia

Who: The Department of Political Affairs, Peace and Security (PAPS) of the African Union Commission (AUC), in cooperation with the European Union (EU) and the United Nations (UN).

Why: The AU Policy on Conduct and Discipline for PSO and the AU Policy on Prevention and Response to Sexual Exploitation and Abuse (SEA) for PSO was adopted by the AU PSC during its 813rd meeting held in November 2018. The policy was endorsed by the 32nd Assembly of the Union in February 2019. The launch will leverage the work of the AUCF project politically and strategically in addition to widely presenting the project to the relevant actors and stakeholders for better visibility.

Objectives:

The aim of the project is to enhance AU’s capacity to ensure that AU PSOs are continuously planned and conducted in compliance with international human rights law (IHRL), including regional human rights instruments, and international humanitarian law (IHL), as well as applicable standards of conduct and discipline, including Sexual Exploitation and Abuse (SEA).
