Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 1231st meeting, held on 17 September 2024 (via silence procedure) on the Consideration of the Report of the Field Mission of the PSC to the Republic of Mozambique conducted from 28 to 31 July 2024.

The Peace and Security Council,

Recalling its previous decisions and pronouncements on the situation in Mozambique’s northern province of Cabo Delgado, in particular, Communiqué [PSC/MIN/COMM.1119 (2022)] adopted at its 1119th meeting held at the Ministerial level, on 7 November 2022; as well as Communiqué [PSC/PR/COMM.2/1062 (2022)] adopted at its 1062nd meeting held on 31 January 2022; and Communiqué [PSC/PR/COMM.1203.1 (2024)] adopted at its 1203 meeting held on 4 March 2024;

Reaffirming the unwavering commitment of the AU to respect the sovereignty, national unity and territorial integrity of the Republic of Mozambique;

Also re-affirming the solidarity of the AU with the people of Mozambique in general, but in particular, the people of Cabo Delgado Province who have suffered from the deplorable activities of the insurgent groups; and

Acting under Article 7 of its Protocol, the Peace and Security Council: 

1. Adopts the Report of the Field Mission conducted by the Council to the Republic of Mozambique together with its recommendations and requests the AU Commission and all those concerned to facilitate and ensure the implementation of the recommendations contained in the report;

2. Expresses appreciation to the Government of Mozambique for the hospitality and support accorded to the PSC delegation during its visit and for the engagements with the PSC Delegation on the situation in Cabo Delgado;

3. Commends the Mozambican authorities, under the sterling leadership of H.E. President Filipe Jacinto Nyusi, for the milestones achieved in their relentless efforts to restore durable peace, security, stability, and development in the country, particularly, in Cabo Delgado Province and re-affirms the unwavering commitment of the AU to continue supporting these efforts, which significantly contribute towards the realization of the AU noble goal of silencing the guns in Africa by 2030, the AU Agenda 2063 aspirations and also the UN Sustainable Development Goals, also known as Agenda 2030;

4. Also commends the Southern African Development Community (SADC) and, in particular, SAMIM, for the milestones achieved thus far in the fight against terrorism, and for the sacrifices made in the cause of peace in Cabo Delgado; and Pays tribute to the SAMIM troop contributing countries and, in particular to the personnel of the Mission; expresses condolences for the precious lives lost in Cabo Delgado and wish speed recovery to all those who have sustained injuries in the fight against the terrorists;

5. Expresses appreciation to the United Nations country team and to the development partners of Mozambique, particularly the European Union, for their continued bilateral support to the efforts of the Government and request them to upscale their support for recovery, reconstruction, stabilization and peacebuilding efforts in Cabo Delgado;

6. Decides to remain actively seized of the matter.
