COMMUNIQUÉ
Adopted by the Peace and Security Council (PSC) of the African Union (AU) at its 1134th meeting held on 27 January 2023 on the consideration of the Tangier Declaration,
The Peace and Security Council,
Recalling its Communiqué [PSC/PR/COMM.1(DCCCLXXXIII)] adopted at its 883rd meeting held at the Ministerial level, in New York, on 27 September 2019 on “the Interdependence between peace, security and development: towards a collective engagement for action”;
Noting the opening remarks by H.E. Ambassador Rebecca Amuge Otengo, the Permanent Representative of the Republic of Uganda and the Stand-In Chairperson of the PSC for the month of January 2023 and the briefing provided by H.E. Ambassador Bankole Adeoye, the AU Commissioner for Political Affairs, Peace and Security; and
Acting under Article 7 of its Protocol, the Peace and Security Council,

Welcomes the convening of an AU Policy Conference on Promoting the Peace, Security and Development nexus in Africa held in Tangier, Kingdom of Morocco, from 25 to 27 October 2022, that brought together multi-stakeholders, including AU Member States, AU Organs and Institutions, Regional Economic Communities, and the representatives of the United Nations and its agencies; African Development Institutions; Civil Society Organizations; Academia; practitioners, youth and women groups; and development partners;

Adopts the Declaration of the AU Policy Conference on Promoting the Peace, Security and Development nexus in Africa, referred to as Tangier Declaration;

Decides to submit the Tangier Declaration for consideration, and endorsement, by the Assembly of the Union at the 36th Ordinary Session of Heads of State and Government to be held in February 2023;

Pays tribute to the Government of the Kingdom of Morocco for its efforts in hosting the AU Policy Conference on Promoting the Peace, Security and Development nexus in Africa;

Commends the AU Commission, in collaboration with the Kingdom of Morocco and all concerned partners, for successfully organizing the AU Policy Conference; expresses profound appreciation to all the partners and stakeholders for the support provided to ensure the success of the Policy conference and their participation; and calls upon the AU Member States, AU Commission, Regional Economic Communities and the Partners to work towards the implementation of the Tangier Declaration, in a well-coordinated manner; and for the AU Commisison to spear head these efforts so as to ensure synergy and the broad involvement of all stakeholders working on the peace, security and development nexus; and

Decides to remain actively seized of the matter.
