Within the overall context of the African Union (AU) Peace and Security Council (PSC) 20th Anniversary celebrations, the AU PSC, in collaboration with the AU Commission and the United Nations Institute for Training and Research (UNITAR), will convene the 11th Annual High-Level Seminar on Peace and Security in Africa, also known as the Oran Process. The Seminar will take place from 1 to 2 December 2024, in Oran, Algeria.
The Seminar will be chaired by H.E. Mahmoud Ali Youssouf, the Minister of Foreign Affairs and International Cooperation and Spokesperson of the Government of the Republic of Djibouti, Chairperson of the PSC for December 2024. It will bring together PSC Members, the current African Members of the UN Security Council (the A3 Plus), namely, Algeria; Mozambique (Outgoing A3 Member), Sierra Leone; Somalia (Incoming A3 Member), Friends of the Seminar, Senior Officials from the AU Commission and from the UN Secretariat as well as some international partners, as supporters of the Seminar. It will provide a platform for deep reflections on the progress made thus far in efforts aimed at amplifying the African voice in the UN Security Council decision-making process as well as in further enhancing coordination and common messaging between the PSC and the A3 Plus on matters relating to the promotion of peace and security in Africa and the general well-being of the African people.
This year’s episode of the Seminar will devote particular attention on: a) Building Integrated Capacities for effectively combating terrorism and violent extremism; b) Implementation of the Pact of the Future focusing on UN Security Council Reform and Implementation of the UN Security Council Resolution 2719 (2023); and c) Coordination between the PSC and the A3 Plus. The Seminar will also receive a Briefing on the Conclusions of the Ministerial Meeting of the A3 Plus and last but not least, it will consider the status of implementation of the Conclusions of the 10th Annual High-Level Seminar held in December 2023, and also adopt the Manual on the Modalities of Engagements between the PSC and the A3 Plus (Oran Process).
In addition, the Seminar will review the milestones achieved in the coordination between the PSC and the A3 Plus One over the past decade; reflect on the lessons learned, best practices and challenges faced in the promotion of African common positions on peace and security issues within the UN Security Council; strengthening the cohesion, effectiveness and efficiency of the A3 Plus configuration in championing African interests and concerns in the UN Security Council decision-making process. It is expected that, going forward, the Seminar will propose practical strategies for further enhancing the cooperation and coordination, as well as common messaging and strategic convergence between the PSC and A3 Plus in addressing peace and security challenges on the African Continent.
Held annually at the Ministerial level, the Seminar is always organized just before the newly elected African Members of the Security Council (in this case- Somalia) assume their seats in the UN Security Council, providing an important opportunity for capacity building, orientation and alignment and strategic discussions.
To date, ten such Annual High-Level Seminars on Peace and Security in Africa have been successfully organized, each significantly contributing towards strengthening Africa’s role in the global peace and security landscape.
