4.1 The overall function of the Mission Support Unit is to provide support to on-going Peace Support Operations. It has the following cells:
a) Integrated Support Services Cell,
b) General Services Cell.
4.2 INTEGRATED SUPPORT SERVICES CELL
The functions of the Logistics Cell are to:
4.2.1 Develop frameworks, strategic guidance and operational guidance on all aspects of integrated support services for the ASF and AU PSOs.
4.2.2 Develop integrated support plans as part of mission support for anticipated and ongoing PSOs.
4.2.3 Serve as the nodal point in undertaking Mission Start-Up for new AU PSOs.
4.2.4 Serve as the nodal point in the liquidation of on-going AU PSOs.
4.2.5 Ensure the provision of Mission and Headquarters Start-Up equipment.
4.2.6 Ensure the provision of all required integrated support services to AU PSOs.
4.2.7 Acquire, manage, monitor utilization and dispose of or liquidate assets of the AU in on-going AU PSOs.
4.2.8 In consultation with POU and other relevant sections of the AUC, develop and monitor deployment timelines and rotation cycles.
4.2.9 Provide operational requirements and support for:
a) Ground, Maritime and Air Transport movement,
b) Provisioning of Supplies,
c) Communications and Information Systems,
d) Engineering support,
e) Medical support,
4.3 GENERAL SERVICES CELL
The functions of the General Services Cell are to:
4.3.1 Provide guidance as required on the development and roll-out of MIPs.
4.3.2 Develop frameworks, strategic guidance and operational guidance on all aspects of general services for the ASF and AU PSOs.
4.3.3 Develop all general services plans as part of mission support for anticipated and ongoing PSOs.
4.3.4 Provide effective and efficient general services support to ongoing AU PSOs.
4.3.5 Develop staffing plans and tables for AU PSOs.
4.3.6 Facilitate recruitment of PSOD and AU PSOs personnel.
4.3.7 Provide additional capacity in the management of PSOD and AU PSO personnel matters.
4.3.8 Manage agreements, namely:
a) MoUs with T/PCCs.
b) Status of Mission Agreement.
c) Status of Forces Agreement.
d) Contracts with service providers and partners at the strategic level, as distinct from contracts with service providers at the mission level.
4.3.9 Initiate and provide guidance in the preparation of mission budgets for AU PSOs in conjunction with relevant AUC units.
4.3.10 Monitor budgetary spending of ongoing PSOs.
4.3.11 Provide support to procurement processes including attendance of AU Tender Boards relating to AU PSOs.
4.3.12 Participate in the processing of requisite information to enable T/PCC reimbursement by:
a) Facilitating verification and certification of Mission Personnel Nominal Rolls and pay sheets,
b) Facilitate verification and certification of deployed Contingent Owned Equipment (COE),
c) Facilitate verification and certification of damaged/lost COE,
d) Facilitate verification and certification of death and disability claims,
e) Facilitate verification and certification of self-sustainment,
4.3.13 Participate in the development of a mission budget by:
a) Determining mission requirements.
b) Coordinating partner support.
4.3.14 Provide strategic and operational guidance on matters pertaining to Conduct and Discipline in AU PSOs.
4.3.15 Liaise with CDU in the development and maintenance of a database of personnel in relation to Conduct and Discipline matters in on-going AU PSOs.
4.3.16 Provide overall support to all Conduct and Discipline matters in AU PSOs.
