The Peace and Security Council of the African Union, at its 478th meeting held on 19 December 2014, considered its working methods and the elaboration of the terms of reference for its subsidiary bodies and adopted the following decision:

Council, 

  1. Recalls the discussion of Council on the issue of the establishment and functioning of its subsidiary bodies within the framework of Article 8 (5) of the Protocol Relating to the Establishment of the Peace and Security Council of the African Union;

2. Stresses the important role that PSC subsidiary bodies play in preparations for Council meetings and in enhancing its work in the promotion of peace, security and stability in Africa;

3. Underlines that the functioning of all PSC subsidiary bodies shall be guided by the Rules of Procedure of the PSC mutatis mutandis;

4. Decides that the functioning of all PSC subsidiary bodies shall be elaborated in generic terms of reference, in accordance with the Protocol Relating to the Establishment of the Peace and Security Council of the African Union and shall take into account the specific mandate of each subsidiary body;

5. Requests the Committee of Experts, with the support of the Commission, to draft the terms of reference for the various subsidiary bodies of the Council with the support of the Secretariat and submit them for consideration by Council not later than February 2015;

6. Decides to remain seized of the matter.
