Addis Ababa, 28 November 2017: The Commission of the African Union (AU) convened a consultative workshop on the finalization of the Draft Policies on Conduct, Discipline and Response to Sexual Exploitation and Abuse for AU Peace Support Operations (PSOs), on 27 November 2017, at the AU Headquarters in Addis Ababa.

The workshop included experts from the Regional Economic Communities and Regional Mechanisms (RECs/RMs), for Conflict Prevention, Management and Resolution, Troop and Police Contributing Countries (T/PCCs), to ongoing AU PSOs, as well as AU mandated and authorized PSO (MNJTF, G5 Sahel Joint Force).

This workshop is in line with the AU’s dedication to ensure the highest standards of conduct of its personnel in PSOs, especially given that AU deploys in volatile contexts. It also feeds into ongoing efforts to implement the recommendations of the AU Report on Securing Predictable and Sustainable Financing for Peace in Africa, as endorsed by the AU Assembly at its 27th Ordinary Session, held in Kigali, Rwanda, in July 2016.  The development and adoption of these policies on conduct and discipline, and on prevention of sexual exploitation and abuse mark the heart of these ongoing efforts.

The workshop generated valuable inputs regarding the minimum conduct and discipline standards for AU PSOs and provided a platform for common understanding, as well as alignment and harmonization of related policies with RECs/RMs and T/PCCs. It also addressed specific requirements in terms of preventing and responding to sexual exploitation and abuses in mission areas, and discussed ways of protecting whistleblowers.

Based on the recommendations and inputs from the workshop, the AU Commission will finalize and validate the policies which will be shared with T/PCCs and PSOs to guide preventive and response measures.
